In a city scrambling to vaccinate people against Covid-19 as quickly as possible, Ambar Keluskar faced a problem this month that seemed to defy logic: Mr. Keluskar, a pharmacist in Brooklyn, struggled to find people to take the 200 doses he had on hand.

“They were just sitting in the freezer,” he said.

TAHLEQUAH, Okla. — As people across the United States jockey and wait to get vaccinated, a surprising problem is unfolding in the Cherokee Nation: plenty of shots, but not enough arms.

“We’re running out of people to vaccinate,” said Brian Hail, who helps oversee the tribe’s vaccination efforts. He winced as he pulled up the day’s schedule one recent morning: Vaccinations were open to basically everyone across the reservation, but 823 appointments sat unclaimed.

Germany, France and Italy temporarily suspended the use of AstraZeneca’s Covid-19 vaccine on Monday, joining a growing list of nations that paused use of the vaccine in recent days over concerns that it might be tied to blood clots.

Leading public health agencies, including the World Health Organization, say that millions of people have received the vaccine without experiencing blood clotting issues, and they caution that experts have not found a causative link between the vaccine and the conditions. The company has also defended the vaccine as safe, amid the flurry of suspensions.
