Syria conflict: Massive power blackout across country

Syria has suffered a massive power blackout across the country due to "unknown reasons", state media said.

Officials were cited as saying power had been cut in all provinces and teams were trying to determine the cause.

The electricity ministry said power was being restored and service would resume by midnight (22:00 GMT), TV reported.

(CNN) The battle for the devastated city of Aleppo -- once Syria's commercial heart -- is intensifying, and video has surfaced appearing to show thousands of civilians streaming out of the city. . . .

. . . But the latest video appears to show a sense of panic among the thousands of people streaming out of the city, fleeing for their lives -- bound, most probably, for the Turkish border, 60 miles (97 kilometers) to the north.

. . . And from there, they will push onward, perhaps, to Europe, which is experiencing one of the most significant waves of migration in recent decades.

A United Nations official, citing U.N. estimates made for emergency relief planning, told CNN that 321,000 civilians are thought to be in a rebel-held area east of Aleppo.

Aid Convoys Reach 3 Syria Communities Besieged for Months

Aid convoys delivered long-awaited food, medicine and other supplies to three besieged communities Monday, part of a U.N.-supported operation to help tens of thousands of civilians cut off for months by the war in Syria.

Reports of starvation and images of emaciated children have raised global concerns and underscored the urgency for new peace talks that the U.N. is hoping to host in Geneva on Jan. 25.

The U.N. Security Council took up the issue Monday. The U.N. says 4.5 million Syrians are living in besieged or hard-to-reach areas and desperately need humanitarian aid, with civilians prevented from leaving and aid workers blocked from bringing in food, medicine, fuel and other supplies.

It will take several days to distribute the aid in the town of Madaya, near Damascus, and the Shiite villages of Foua and Kfarya in northern Syria, and the supplies are probably enough to last for a month, aid agencies said.

BEIRUT, 4 January 2016 (IRIN) - Given the brutality that has come to characterise Syria’s four-year war, it is understandable that discussion of the conflict has focused on violent deaths.

But there is another scourge destroying lives in the country: economic ruin and crippling poverty – what a UN-backed report called “an equally horrendous but silent disaster.”

Some aid organisations and policy experts are finding that with more than four out of five Syrians in poverty, traditional humanitarian aid, while necessary, just isn’t enough. So they’re advocating for, and implementing, livelihood projects – intervention to assist people’s abilities to support themselves.

Since the adoption of resolution 2139 in February 2014 and resolution 2165 in July 2014, this Council has been briefed month after month on the suffering of the Syrian people. We have repeatedly described in detail the countless and blatant violations of the basic tenets of international humanitarian and human rights law. For nearly five years, we have watched as Syria sank deeper and deeper into violence and brutality. And yet, no words can do justice to the despair and devastation that millions of Syrians experience every day.

MEMORANDUM FOR THE SECRETARY OF DEFENSE

SUBJECT: Distribution of Department of Defense Funded Humanitarian Assistance in Syria

By the authority vested in me as President by the Constitution and the laws of the United States, including section 2249a(b)(1)(B) of title 10, United States Code, I hereby:

Determine that section 2249a(a) of title 10, United States Code, would impede the distribution of urgently needed humanitarian assistance in Syria to alleviate the current refugee crisis, as well as other United States Government objectives in the Middle East for stability and humanitarian relief; and

Waive the prohibition in section 2249a(a) of title 10, United States Code, for humanitarian reasons and to the extent necessary to allow the Department of Defense to carry out the purposes of section 2561 of title 10, United States Code, for the distribution of humanitarian assistance into Syria.

You are authorized and directed to publish this determination in the Federal Register.

Budapest Migrant Standoff Enters Second Night

Hundreds of migrants are in a standoff with police for a second night outside a Budapest railway station.

Earlier, scuffles broke out between the two sides as frustration among migrants boiled over outside Keleti station.

Many of the migrants have tickets and are insisting they be allowed to travel on to Germany and other countries, but Hungary says it is enforcing EU rules.

Meanwhile, Germany, Italy and France have called for "fair distribution" of refugees throughout the EU.

In a joint declaration, the country's three foreign ministers also called for Europe's asylum laws to be revised, the Italian foreign ministry said in a statement (in Italian).
