THALI, Nepal, May 19 (Reuters) - Nepali tea shop owner Phurba Sherpa has spent four nights cramped under a tarpaulin with his wife and nine others on a school field outside Kathmandu since falling rocks triggered by an earthquake last week demolished his distant mountain village.

The Nepali government is struggling to provide shelter for more than a million people like Sherpa who were uprooted by two massive earthquakes, first on April 25 and then 17 days later.

Tens of thousands are sleeping in the open, with monsoon rains possibly little more than a fortnight away.

LEGAZPI, the Philippines — As Typhoon Hagupit churned across the Philippines on Sunday, residents of the eastern part of the island nation expressed relief that they had joined the hundreds of thousands who had evacuated to safer ground.

By late Sunday, what had been classified as a super typhoon was far weaker than Haiyan was when it hit, and was continuing to weaken. The storm, which is expected to push its way across the country until Wednesday, was generating strong winds and rain, but the overall effect was not as devastating as worst-case scenarios had anticipated.

WASHINGTON - The rainy season in West Africa is compounding difficulties in getting supplies delivered and new treatment centers built as donors rush to isolate people infected with the deadly Ebola virus and stop its rapid spread, U.S. officials said.

Nancy Powell, newly appointed as the U.S. State Department's envoy to coordinate its Ebola response, said the top priority is to isolate as many people as quickly as possible. But that faces significant logistical hurdles.

"Infrastructure challenges in the rainy season is one of the biggest difficulties. And you add the rain and getting materials out of the capital and it is very difficult," Powell said in a news briefing last week.

The July to September rainy season is coming toward its end, but October is known for heavy thunderstorms that can drench the region and turn roads to mud.

Eric Talbert, executive director of Emergency USA which has opened a 22-bed Ebola treatment center in Goderich, outside the capital of Freetown in Sierra Leone, said the downpours complicate getting supplies along unpaved single track roads that are washed out by the heavy rains..

In Okinawa, heavy rainfall triggered flash flooding, prompting the Japanese Meteorological Society to reissue an "emergency warning" for landslides and damaging floods for the prefecture, having downgraded it earlier after the typhoon's eye had moved north. The city of Nago on Okinawa Island reported 17.24 inches (438.0 mm) of rain between 9:10 a.m. Tuesday and 9:10 a.m. Wednesday local time.

A Twitter user in Nago posted photos of floodwaters swamping the city of 60,000 Wednesday morning, warning residents of his or her native Miyazaki Prefecture that this was coming their way.
