UN Suspends All Aid Convoy Movements in Syria After Airstrike

Red Cross president says attack on UN and Red Crescent convoy delivering supplies is unacceptable violation of international law

The United Nations has suspended aid convoys in Syria after an airstrike hit a fleet of trucks carrying food to a rebel-held area near Aleppo on Monday.

The UN humanitarian aid spokesman Jens Laerke said: “As an immediate security measure, other convoy movements in Syria have been suspended for the time being, pending further assessment of the security situation.” . . .

. . . The strike on a convoy of Syrian Red Crescent trucks carrying UN-supplied food was described by the International Committee of the Red Cross as a flagrant violation of international law. It took place as a week-old ceasefire brokered by Russia and the US collapsed amid a surge of Syrian government bombing.

Venezuela’s president, Nicolás Maduro, has declared a state of emergency, hours after US intelligence officials warned that the South American country could be on the brink of disintegration.

The powers Maduro obtains after Friday night’s declaration allow him “to stabilise our country, and confront all the international and national threats against our fatherland in this moment”, the president said, but he did not detail how he intends to use them.

Russian warplanes bombed a garrison used by US and British forces in Syria twice last month, despite being warned by a US surveillance aircraft flying nearby that the base was not occupied or being used by members of ISIS.

The airstrikes — which hit the base in southeastern Syria just 24 hours after 20 British special forces had left and killed four US-backed rebels — appear to have been Moscow's way of pressuring the US into sharing military intelligence and coordinating more closely with the Russians in Syria, The Wall Street Journal's Adam Entous reported. . . .

Orlando Nightclub Shooting: Mass Casualties After Gunman Opens Fire

At least 50 people were killed and more than 50 others were wounded when a gunman opened fire and took hostages at a gay nightclub in Orlando, Florida, early Sunday morning.

The shooter, identified by several law enforcement sources as Omar Mateen, 29, was killed in a shootout with law enforcement after a three-hour siege.

The massacre — the worst mass shooting in the history of the United States — began when the gunman stormed the Pulse Nightclub about 2 a.m. ET with an AR-15 type rifle and a handgun, officials said.

World Humanitarian Summit

                                            

The first-ever World Humanitarian Summit, set to take place in Istanbul on 23-24 May 2016, is a global call to action by United Nations Secretary-General Ban Ki-moon.

The Summit has three main goals:

  1. To re-inspire and reinvigorate a commitment to humanity and to the universality of humanitarian principles.
  2. To initiate a set of concrete actions and commitments aimed at enabling countries and communities to better prepare for and respond to crises, and be resilient to shocks.
  3. To share best practices which can help save lives around the world, put affected people at the center of humanitarian action, and alleviate suffering.

The Global Health Risk Framework (GHRF) initiative will build on lessons from the current Ebola outbreak and other major outbreaks to develop a comprehensive framework for improving our response to future global public health threats. The Commission will rigorously analyze options for improving governance, finance, health system resilience, and research and development for global health security. To foster trust internationally with various levels of government, civil society, academia, and industry, the Commission intends to keep the framework from being influenced by politics or the interests of any one country or organization.

A "projectile" struck a clinic supported by international medical group Medecins Sans Frontieres in north Yemen on Sunday, killing four people, MSF said, another in a series of attacks on its facilities in the war-torn country.

MSF said it was not clear who was behind the attack that also wounded 10 other people in Shiara Hospital in the Razeh district, where the group has worked since November last year.

In a statement on its Twitter account, MSF did not identify who was killed in the attack but said that three of the wounded were staff members, of whom two were in critical condition.

The State Department alerts U.S. citizens to possible risks of travel due to increased terrorist threats.

Current information suggests that ISIL (aka Da’esh), al-Qa’ida, Boko Haram, and other terrorist groups continue to plan terrorist attacks in multiple regions.  These attacks may employ a wide variety of tactics, using conventional and non-conventional weapons and targeting both official and private interests.  This Travel Alert expires on February 24, 2016.

Authorities believe the likelihood of terror attacks will continue as members of ISIL/Da’esh return from Syria and Iraq.  Additionally, there is a continuing threat from unaffiliated persons planning attacks inspired by major terrorist organizations but conducted on an individual basis.  Extremists have targeted large sporting events, theatres, open markets, and aviation services.  In the past year, there have been multiple attacks in France, Nigeria, Denmark, Turkey, and Mali.  ISIL/Da’esh has claimed responsibility for the bombing of a Russian airliner in Egypt.

Today I conclude my four-day visit to South Sudan where I had the opportunity to see for myself the impact of the devastating crisis. This is my first visit to South Sudan since I began my role as the Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator that was almost two months ago. But I have been here few times before. My last visit to South Sudan was in April 2012 to assess the humanitarian situation then, in my capacity as an Under-Secretary of State for International Development in the United Kingdom.
