> Community Resilience
> Dear Colleagues,
>
> Upon reflecting on the recent anniversary of Hurricane Katrina, many leaders have asked about the extent to which we have strengthened disaster planning and recovery, and media outlets query whether we are experiencing resilience "fatigue."
>
> While there is much to be proud of in the advancement of resilience science and policy at local, national, and global levels, we cannot become complacent. There is more work to do to ensure the core principles of resilience (integration of routine practice and acute response activities for dual benefit; full engagement of community organizations with government agencies; and a clear sense of how assets will be leveraged to promote wellbeing on an ongoing basis) are not lost in a sea of initiatives, strategies, and media attention or constant definitional debates. It is important to remember where the organic examination of what constitutes community resilience emerged—from the community and by the community.
>
> Community resilience represented a shift in the orientation of researchers and planners alike—towards a more realistic and thoughtful understanding of the community assets, structures, and systems that were not getting attention in the rush to address both acute and pervasive challenges. Our charge as researchers, practitioners and policymakers is not complete. The work now is to ensure that the core principles of resilience are upheld in policy structures, examined thoroughly as we build the evidence base, and represented in every program that we implement.
>
> We look forward to continuing the work with this community to deepen and advance resilience science and practice.

> Hurricane Sandy Conference: Translating Research Into Practice
>
> Liz Roll/FEMA
> Shortly after Hurricane Sandy, a series of two-year research grants was funded to examine long-term recovery of health systems and communities in areas of the country hard hit by the storm.
>
> On August 10-11, research teams participated in a two-day conference to share the research outcomes and products from these grants, and to discuss next steps for translating the research findings into public health policy and practice. Two RAND research teams presented findings from their research on:
>
> How local health departments can improve their partnerships with community-based organizations for disaster recovery, and
> How to assess and manage risks from fugitive chemicals during disaster recovery.

> Building Urban Resilience in Pittsburgh: Lessons and New Pathways
>
> ToddSm66/iStock
> The last few years have placed critical focus on the opportunities and challenges confronting the development of urban resilience. In April 2015, RAND hosted a Pittsburgh-based event that included local civic and community leaders to discuss urban resilience efforts.
>
> To learn more about some of the key issues and lessons learned, view the event video, which includes remarks provided by Pennsylvania Governor Tom Wolf, Craig Howard from the MacArthur Foundation, and Anita Chandra from RAND.

> As described in our previous newsletter, the Los Angeles County Community Disaster Resilience (LACCDR) project <http://broadcaster.rand.org/t?r=2&c=1452&l=2036&ctl=276D:89E2A2AF1985A8FA7B3ECB618E5CF0F4&> recently concluded its first four years as the first, large-scale demonstration of community resilience-building activities in the United States. LACCDR activities still continue in many of the communities, as coalitions transition to integrating their activities and work plans into routine practice. > Improving Recovery Partnerships in New York City: RAND's Recovery Tabletop Exercise
>
> Mihai Simonia/Fotolia
> On August 18, RAND conducted a recovery tabletop exercise with community partners and staff from the New York City Department of Health and Mental Hygiene. Participants spent two hours discussing issues related to workforce, financing, and service delivery. The tabletop exercise is part of a new RAND toolkit, which is designed to help improve Partnerships for Recovery Across the Sectors (PRACTIS).

> Linking Resilience Science with a Culture of Health
>
> Rido/Fotolia
> The anniversary of Hurricane Katrina offers opportunity for insight into what we have learned about resilience science, and what remains to be examined. The Robert Wood Johnson Foundation (RWJF) promotes building a "culture of health," which is based on integrating key principles of resilience research into its action framework.
