Community Resilience Going to Scale Resources

More talented individuals and scholars of Afghan community, interested in community resiliencies to grow and go to scaling resources, have always trie d to think about or experience ‘what resilience seed could be connected to scale up’. To work around this idea I have developed my own thoughts based on the following seeds;
A) Successes in community:
This is one major seed that can connect to scale up. Community successes may grow in consideration of the following elements that have direct link to the seed;
- Presence of a council (local governance) in a community that is more dedicated to building peace and reaching to problems in some ethnicities or tribes in most districts to grow seeds ,
- Existence of an enabling environment showing presence of peace and security in some sporadic areas as SEED initiated by a single person or tribe and that could be scaled up in a vast area and other neighboring villages.
- Building feelings among some ethnicities and areas, where enabling environment to pave ground for successful local governance will be created.
- Existence of an enabling environment by some communities in insecure areas, created Seed of the community, strong local governance presence that is able to resolve community problems and lead community towards development and peace.
B) Potential scaling roles in each of three partners:
Bottom-up: at this level, the role of community individual, primarily a wise man (Mullah or educated one), is valued as community respect. It starts from a single person’s initiative and specifically grows in that particular area and is much supported by community individuals, get together with others and set up scaling up.
Top-down: considering this level, it deals with the context of the community in terms of governance. If local governance is influenced by anti-government elements or insurgents (Taliban) or armed man or group, then their role of support is observed and if it is government control area it requires government support. This potential scaling role depends on the fulfilling of wishes of either warring sides.
Outside-in: Role of NGOs or any other players within technical support depends upon the level of community’s respect to the outside-in support and the ability of it to work with.
C) Potential sources to scale up:
- Community councils that are active among community and have real representation,
- Religious scholars and Mullah’s of the mosques, who have respect among community,
- Tribal and villages’ chiefs, those who are known as honest individuals amongst their communities.
- Women’s informal gathering during traditional ceremonies and gathering, where they can share their thoughts and transfer knowledge to others.
- Youth’s involvement in community collective work that play great role in future leadership and development.
